Fly-tipper fined nearly three thousand pounds
David Rees from Bridge Street, Llandaff, has been found guilty of fly tipping waste and was fined £2,640 at Cardiff Magistrates' Court on January 16th.

The trial was heard in Mr Rees' absence following a not guilty plea on December 12th2017.

The court heard that David Rees - trading as Burston's Home & Landscaping - knocked on the door of Suzanne Williams from Clos Cemmaes in Gabalfa on October 2nd, asking if she would like him to remove the waste in her front garden after Miss Williams had new bedroom furniture fitted at her home.

Miss Williams agreed a price of £100 in cash and David Rees loaded the waste from both the front and back garden into his van. There was no receipt or paperwork for the transaction.

On October 7th, a waste enforcement officer was on duty in Rhiwbina and came across a large amount of waste fly tipped in Wenallt car park. The investigation that followed traced the dumped waste back to Miss Williams who explained that the waste was removed by David Rees.

Cabinet Member for Clean Streets and Recycling, Cllr Michael Michael has welcomed the fine imposed by the court.

Cllr Michael said: "We know that almost all fly tipping is carried out for financial gain. These offences are carried out by unscrupulous individuals who don't care about the environment that we all live in. Mr Rees will now pay over three thousand pounds for his environmental crime.

"If you have waste removed from your house, you are responsible for ensuring that the waste is disposed of correctly at a licensed facility.

"The person collecting the waste must be registered by Natural Resources Wales as a waste carrier and have a waste transfer note giving the details of where the waste is being collected from and where they are bringing it to.

"If you think that the price is cheap, then more than likely it is too good to be true. Make sure you check these details, or if your waste is found to be fly tipped - you are liable and can be prosecuted in the courts."

David Rees was fined £2,640, ordered to pay costs of £425 with a victim surcharge of £170.
